South Central Planning and Development Commission’s (SCPDC) South Louisiana Brownfields Coalition Revolving Loan Fund Program requests Statements of Qualifications for on-call environmental professional services. Interested parties are invited to submit their Statements of Qualifications to serve as an on-call Qualified Environmental Professional, pursuant to a Brownfields Revolving Loan Fund Grant 4B 02F18201 funded by the United States Environmental Protection Agency.
Detailed specifications of the Request for Qualifications are available on the SCPDC website (www.scpdc.org) or obtained by contacting Lesley Long, South Central Planning & Development Commission Brownfields Program Manager via email at lesley@scpdc.org. Statements of Qualifications will be accepted until 4:00 pm, Friday, December 20, 2024, and should be hand delivered or mailed to Lesley Long at South Central Planning & Development Commission, 5058 West Main St., Houma, LA 70360. Late submittals will not be accepted.

Brownfields_RFQ for QEP Services – Scope of Work November 2024

Question: On page 5, Section “c” it states: The QEP will be an independent contractor who will assist with oversight and monitoring of cleanup activities at the specific site. The QEP selected is prohibited from serving as the subgrantee’s or borrower’s QEP for the specific site. If a firm is providing EPA planning services (No Phase I or Phase II) to a site that then applies for the RLF, is that firm considered prohibited from serving as the subgrantee or borrower’s QEP for the specific site?
Answer: The selected firm/independent contractor may perform EPA planning services prior to the commencement of the actual RLF cleanup of the site. However, once cleanup activities begin, the firm or contractor selected for the South Louisiana Brownfields Coalition Revolving Loan Fund (SLBC RLF) Program is prohibited from serving as the grantees or borrower’s QEP for that specific site. The SLBC RLF-contracted Qualified Environmental Professional (QEP) is solely responsible for overseeing and monitoring all abatement and cleanup activities under the SLBC RLF Program and cannot simultaneously serve both parties during the cleanup phase.
