SCPDC & South Central Affordable Community Housing
South Louisianians are known for their adaptability, shaped by the region’s challenges and natural hazards. Embracing the need for stronger, more durable communities, the South Central Planning & Development Commission (SCPDC) created the South Central Affordable Community Housing Authority (SCRACH) to lead construction of steel-framed, affordable homes. SCPDC provides oversight through planning, coordination, and administrative support, while SCRACH handles property management and home construction.
SCP&DC/SCRACH recently acquired a 20-acre property featuring a 40,000-square-foot facility that houses both office and manufacturing space. Within this space, SCRACH has begun producing steel-frame single-family homes, designed specifically for the climate and conditions of South Louisiana.
Each home offers 1,950 total square feet, including 1,650 square feet of living space. Engineered to withstand 150 MPH winds and exceed current energy codes, these homes are not only strong they are also efficient. Built with fire-resistant, termite-proof, and rot-resistant materials, the homes require low maintenance and are designed for easy expansion to meet future needs.
To address flooding concerns, homes can be constructed either on concrete piers in low-lying areas or on concrete slabs in flood-safe zones.
To keep prices down and support community rebuilding, the commission is working with local governments to utilize adjudicated properties parcels that have reverted to public ownership due to unpaid taxes. This not only reduces maintenance burdens for local governments, but also helps increase the local tax base and encourages neighborhood renewal.
SCPDC/SCRACH is actively designing future home models that will include multi-family units, homes suited for smaller lot sizes, and modular designs. These efforts aim to expand housing options while maintaining the Commission’s high standards for affordability and efficiency. The overarching goal is to raise awareness of superior construction techniques and materials, particularly in areas that have historically seen limited or no private development. By doing so, SCPDC hopes to foster smarter, more sustainable growth throughout South Louisiana.
