Planning & Development
Community
Among the many services and cooperative endeavors offered to member communities, SCPDC staff can assist in the preparation and administration of the State’s competitive Louisiana Community Development Block Grant (LCDBG) Program. This program funds water, wastewater, and road improvements in low- to moderate-income neighborhoods. The LCDBG program also provides assistance for funding of emergency and economic development-related activities.
Economic
SCPDC works closely with local governments and regional stakeholders to foster economic growth and resilience. Through the Comprehensive Economic Development Strategy (CEDS) and its role as a partner of the Economic Development Administration (EDA), SCPDC provides technical assistance to communities for EDA grant applications and regional development projects. Additionally, SCPDC serves as a Strategic Program Partner of the Delta Regional Authority (DRA), helping to manage investments that support job creation and infrastructure development.
Environmental
SCPDC assists local governments with a range of environmental initiatives to promote sustainability and responsible growth. Through U.S. Environmental Protection Agency (EPA) funding, SCPDC supports Brownfields redevelopment by offering Phase I and Phase II Environmental Site Assessments (ESAs) and technical assistance for projects aimed at environmental revitalization.
Transportation
The Houma-Thibodaux Metropolitan Planning Organization (MPO) leads comprehensive transportation planning in the region. The MPO includes local government officials and representatives from LADOTD and oversees the Regional Transit Committee, which addresses transit issues and coordinates services across the region. SCPDC is also committed to improving roadway safety through the South Central Regional Safety Coalition and provides resources for Ridesharing to support sustainable transportation options.
Community Development
The South Central Planning and Development Commission (SCPDC) is committed to supporting community development efforts that improve the quality of life in the region, especially for low- to moderate-income neighborhoods. Our Community Development team works with local governments to secure funding, plan, and implement projects that address critical infrastructure needs, such as water, wastewater, and road improvements.
The Louisiana Community Development Block Grant (LCDBG) Program is a key part of these efforts, offering financial assistance for a range of activities aimed at revitalizing communities. SCPDC staff are available to assist member communities in preparing and administering competitive grant applications for projects that meet LCDBG requirements.
Our mission is to promote sustainable growth, equitable development, and economic opportunity throughout our service region.
Community Development Services:
- Grant Writing & Administration: Assisting local governments with LCDBG applications and management.
- Infrastructure Needs Assessment: Evaluating and identifying critical areas for improvement in water, wastewater, and roads.
- Economic & Emergency Assistance: Providing guidance for funding opportunities that address both economic development and emergency situations.

Economic Development
SCPDC plays a critical role in the region’s economic development by providing technical and planning assistance to local governments through the Economic Development Administration (EDA). Each year, SCPDC updates its Comprehensive Economic Development Strategy (CEDS), a key document that outlines the goals and objectives for fostering a diversified and resilient economy. The CEDS also serves as a roadmap for applying for EDA grants to support infrastructure projects, workforce development, and business growth.
As a Strategic Program Partner of the Delta Regional Authority (DRA), SCPDC helps facilitate investments that spur job creation and community development. Our team of Certified Program Coordinators offers hands-on assistance to local governments, helping them access federal funds for projects that stimulate regional economic growth.
For more information on how SCPDC can assist with CEDS development or applying for Economic Development grants, contact Joshua Manning.
Environmental
SCPDC is committed to supporting sustainable development and environmental protection in the region. Through various funding opportunities and technical assistance, we help communities address environmental challenges while promoting responsible growth.
Our Brownfields Program, funded by the U.S. Environmental Protection Agency (EPA), assists in assessing and redeveloping underutilized or contaminated sites, returning them to productive use. We offer Phase I and Phase II Environmental Site Assessments (ESAs) to identify potential hazards and prepare sites for redevelopment.
Additionally, SCPDC partners with local governments to identify opportunities for environmentally sustainable infrastructure projects, with a focus on improving air and water quality and reducing the region’s environmental footprint.

Transportation
SCPDC, through its role as the administrator of the Houma-Thibodaux Metropolitan Planning Organization (MPO), leads comprehensive transportation planning for the region. The MPO brings together local government officials and representatives from the Louisiana Department of Transportation and Development (LADOTD) to develop strategies that ensure safe, efficient, and sustainable transportation systems for the region. The Regional Transit Committee, a key component of the MPO, meets regularly to discuss and coordinate efforts to improve public transit services across the region.
Additionally, the South Central Regional Safety Coalition, in partnership with LADOTD, works to reduce traffic fatalities and serious injuries. Through the implementation of the Strategic Highway Safety Plan (SHSP) and collaboration with local stakeholders in engineering, enforcement, education, and emergency medical services, the Coalition aims to achieve the vision of Destination Zero Deaths.
As part of its efforts to promote sustainable transportation options, SCPDC also offers resources related to Ridesharing. By facilitating carpooling and other rideshare options, we help residents save money, reduce traffic congestion, and contribute to environmental sustainability.
