Addendum Details:
Due to the impact of Hurricane Helena, the South-Central Planning and Development Commission (SCPDC) is extending the deadline for the submission of proposals in response to the RFQ for the Local Road Safety Parish Plans project.
The new deadline for submission is:
September 30, 2024, by 4:30 PM (CST)
Late submissions beyond this date and time will not be considered. All other RFQ terms and conditions remain unchanged.

The South Central Planning and Development Commission (SCPDC) invites qualified firms to submit proposals in response to our Request for Qualifications (RFQ) for the development of Parish-Wide Local Road Safety Plans for the parishes of Assumption, Lafourche, St. Charles, St. James, St. John the Baptist, and Terrebonne.

Submission Requirements: Interested firms are required to submit proposals including the firm’s profile, key personnel qualifications, technical approach, project timeline, cost proposal, examples of similar projects, and references.
Deadline for Submission: Proposals must be received by the end of business on Monday, September 16, 2024. Late submissions will not be considered.

The scope of work includes the use of crash data, site visits, identification of safety countermeasures, and development of an implementation plan that involves stakeholder coordination and funding identification.
Proposal Submission Requirements: Interested firms should submit proposals that include the following:

- Qualifications and experience of key personnel
- Technical approach to fulfilling each task in the scope of work
- Proposed timeline, work plan, and project schedule

Questions and Answers
Q: Could you please tell me what time the Proposals are due?
A: The proposal will be due in office by the end of the business day or 4:30pm, 9/15/24.
Q: The recent advertisement notes a due date of September 15th, which is a Sunday. I assume this is an oversight and would default to the previous Friday (13th).
A: We will accept submissions until the end of the workday (4:30pm) Monday the 16th of September.
Q: In the RFP, there are two locations where “evaluation criteria” is identified. However, they are quite different in what is being asked – one even includes cost proposal language and the other does not. Our question is: Which outline for submission requirements/ evaluation criteria should we be following? Page 3, #4 & #6 OR Page 4 “Evaluation and Scoring Criteria” bullets 1-7? We would like to know if a cost proposal is to be added to our submission and, if so, where should it be included in the MPO standard form?
A: Submissions are due on Sept. 16– aside from the references and the cost proposal, these are just repeating what is found on page 4. References and the cost proposal are not requirements, however, once a firm is picked, most of the time they will be asked to submit one within a reasonable amount of time. Page 4 is what we use to score the projects, so this would be the best to follow.
Q: If we are indeed following the evaluation criteria on page 4, can you clarify that scoring will be based on weight or points? If points, is the maximum amount we can earn 31?
A: All items will be weighted minus #7 – if you are a MBE/DBE you will receive a total of 1 point.
Q: Are there any Minimum Personnel Requirements to be included in our MPO standard form for section 12?
A: No there is not a minimum.
Q: On Page 5 of the RFQ, there is this language:
Note: This RFQ is not a request for a detailed proposal. The selected firm will be invited to submit a detailed proposal in a subsequent phase of the selection process.
Does this mean that this will be a multi-phase selection and what would the next phase of this process entail?
A: This would be a two-phase process. Phase 1 – select based on qualifications Phase 2 – A proposal type document with cost estimates to ensure that everything aligns with the goals and budget once a selection is made, and the details are discussed.
Q: If there are any addendum to this RFQ, I would like to ensure that I am receiving those. Can you add my email to your distribution list?
A: There are not any at this time – I will add your email to my list and follow up should we put one out. Thanks for your attention and questions.
Q: Could the submittal date and time please be confirmed? The current deadline is shown as September 15 which is a Sunday, and no time was provided.
- Can the method of submittal be confirmed? The RFP has not specified if submission should be via hard copies or electronic submittal.
- If submittal is to be made by hardcopy, how many copies are requested?
- Should a digital version be provided with hardcopies via a flash drive?

Q: There have been a few questions posted in the Questions and Answers that have been focused on Evaluation Criteria aspects, however the responses have contradicted with the RFP’s ‘Proposal Submission Requirements’ (PDF Page 1/Footer Page N/A) and ‘Section 4. Proposals Submission Requirements’ (PDF Page 4/Footer Page 3). Based on the SCPDC response clarifying ‘Phase 1’ (Qualifications) from ‘Phase 2’ (Proposal), and the response with direction to provide information that relates to the Page 4 Evaluation and Scoring Criteria, it is our understanding that the proposal sections and requirements to provide ‘Proposed timeline, work plan, and project schedule’, ‘Cost proposal detailing fees, expenses, and payment schedule’, and ‘References from previous clients’ are eliminated from this Phase 1 submission. Please confirm.

Proposal Submission Requirements:
Interested firms are required to submit proposals containing:
• Firm profile and relevant experience.
• Qualifications and experience of key personnel.
• Technical approach to fulfilling each task in the scope of work.
• Proposed timeline, work plan, and project schedule. (Often times a generic timeline is demonstrated to show approach, but this is up to your discretion – however it is not required)
• Cost proposal detailing fees, expenses, and payment schedule. (This will be asked for later, not needed unless chosen)
• Examples of similar projects successfully completed.
• References from previous clients.(If you wish to include this you can, although it is not required)
Scoring Criteria
1. Firm Experience on Similar Projects (Weight: 3) SCPDC will assess the firm’s experience in developing plans or similar projects.
2. Staff Experience on Similar Projects (Weight: 4) SCPDC will evaluate the experience and qualifications of the proposed staff members who will be assigned to the project
3. Firm Size as Related to Project Magnitude (Weight: 3) SCPDC will consider the size and capacity of the firm in relation to the magnitude of the project. This criterion will assess the firm’s ability to effectively handle the scope and requirements of the project.
4. Past Performance on Similar Commission Projects (Weight: 6) SCPDC will review the firm’s past performance on projects undertaken for the Commission or similar organizations. This criterion will evaluate the firm’s ability to deliver high-quality results and meet project goals.
5. Current Workload with Commission (Weight: 5) SCPDC will assess the firm’s current workload with the Commission. This criterion will consider the firm’s availability and capacity to allocate the necessary resources to the project.
6. Approach and Methodology (Weight: 9) SCPDC will evaluate the proposed approach and methodology.
7. MBE/DBE Certified (1 point) SCPDC will award 1 point to Certified Minority Business Enterprises/Disadvantaged Business Enterprises Please ensure that your response addresses each of the above criteria, providing relevant information and evidence to support your qualifications.
